This paper analyzes the power structure that underlies the transnational discourse on ‘indigenous peoples.’ It poses the puzzle of legitimation, in which the criteria for inclusion in the transnationally accepted categories are fuzzy and uncertain. Claims of indigeneity also echo in communalism or Hindu nationalism in contemporary India.
