[this to announce a public lecture by Professor Nilakantha Rath (an economist formerly at the Gokhale Institute of Politics and Economics in Pune and currently with the Indian School of Political Economy, Pune) at the India International Centre at 6.30 PM on the evening of 30 October 2014. He will speak on issues related to public policy regarding planning in the context of the ongoing developments about the Planning Commission. His description of his talk is below, as are the details of the venue and timing. ]

PLANNING - PAST AND FUTURE

Time: 6.30 PM; Thursday, 30 October 2014 (tea before the talk)

On 15th August 2014, the Prime Minister announced the demise of the Planning Commission. Economists and others have since then written its obituaries. I recognize many of its achievements and will avoid repeating them. Instead, I will present two glaring failures of the Planning Commission: (a) in the economic allocation of critical economic resources, and (b) by the unplanned and inadequate provision for socio-economic infrastructure, both of which have cost heavily in political, economic and social terms. Serious thought needs to be given to these in the emerging situation, in whatever functional means replace the Planning Commission.
